Providers of pre-school care facilities failed to comply with one in seven statutory regulations over the 17 months preceding RTÉ's investigation of the sector last year, a new report has found.
The report on the quality of pre-school services by the Child and Family Agency Tusla, examined 3,007 assessments of pre-school service quality as documented through pre-school inspection reports.
Each pre-school inspection report potentially included an assessment of 27 regulations, Tusla said, giving a total of 81,189 regulations.
Of these, the report assessed 13.7% as non-compliant.
The report found that the Health Service Executive-Dublin North East region recorded more than twice the level of non-compliance as the HSE-West area.
A spokesman for Tusla said Dublin North-East continued to have half the ratio of inspectors to pre-school children that prevails in the west, but said the organisation would soon be doubling the number of inspectors in the Dublin North-East area.
