The HSE has said it hopes to implement free GP care for children under six years by the second quarter of next year.

It also plans to have completed implementation of recommendations in the Keane Report on medical card eligibility by the final quarter of next year.

The HSE 2015 national service plan was published last month.

Some more details are set out in six operational division plans published today.

While funding for acute hospitals is up by 5.4%, as a result of the deficit this year, actual spending in acute hospitals will be just under €4bn, or 0.8% less.

The HSE says that by mid February, hospitals will have to put in place measures previously announced to cut agency and overtime costs by €40m.

Funding for primary care is up 3% on the budget for 2014.

Net funding for mental health is up 5%.

More detailed plans for palliative care, health and well-being and social care have also been published.
