Israel will not send envoys to Gaza truce negotiations in Egypt today as planned, an Israeli official said, accusing enemy Palestinian Islamists of misleading international mediators.

"Hamas is not interested in an accommodation," the official said on condition of anonymity.

An Egyptian-brokered ceasefire broke down within hours yesterday, with Israel and Hamas trading blame.

A Palestinian delegation including Hamas officials was due to arrive later today in Cairo for new talks.

Egypt's President said this morning a ceasefire plan proposed by his country offered the chance to end the Gaza conflict, but warned that lost time further complicated matters.             

"The Egyptian initiative is a real chance to find a real solution to the crisis taking place in the Gaza Strip," Abdel Fattah al-Sisi said.

He was speaking at a joint press conference in Cairo with Italian Prime Minister Matteo Renzi.             

A Palestinian Liberation Organisation delegation led by senior official Azzam Al-Ahmed will fly into Cairo from Jordan for talks, a Palestinian official i Ramallah said.

Exiled officials from Hamas and the Islamic Jihad militant group will also join the negotiations.

But following a breakdown of a truce yesterday, Hamas officials in Gaza will not attend.

Gaza officials say at least 1,654 Palestinians, mostly civilians, have been killed since the Israeli offensive started on 8 July.

63 Israeli soldiers have died, and three civilians have been killed by Palestinian rockets in Israel.

Hamas leaders have said any Egypt-brokered deal must include an end to Israel's blockade of Gaza.

They called for Cairo to ease curbs at its Rafah crossing with Gaza.

This was imposed after the military ousted President Mohammed Mursi, a year ago.

Ten Palestinians were killed in southern Gaza early this morning, bringing the death toll to 101 since an Israeli soldier went missing in the area yesterday.

Intensive Israeli bombardment near the southern city of Rafah, where Israeli Second Lieutenant Hadar Goldin went missing, left a total of 34 dead in Rafah and Gaza City since midnight Friday.

The armed wing of Palestinian Islamist group Hamas said this morning it had no clear indication on the whereabouts of the soldier. Israel has accused it of abducting Lt Goldin.

Hamas said Lt Goldin, 23, may have been killed during an ambush.

Israel declared a planned 72-hour Gaza ceasefire over, saying Hamas militants breached the truce soon after it took effect.

The ceasefire lasted only about 90 minutes.

Israel resumed shelling, killing at least 150 Palestinians and wounding hundreds of others, hospital officials said.

A latest signal that the ceasefire was over came at daybreak when Israel's Iron Dome interceptor system shot down two militant rockets over the Tel Aviv area and a third over Beersheba.

Israeli Prime Minister Benjamin Netanyahu called his security cabinet into special session and warned Hamas and other militant groups they would "bear the consequences of their actions".

No announcement was made after the meeting.

But a statement by Hamas's armed wing said it had no contact with militants who were operating in southern Gaza, where Israel said Mr Goldin went missing.

The planned 72-hour break in fighting announced by US Secretary of State John Kerry and UN Secretary-General Ban Ki-moon hours before it was due to take effect early yesterday was the most ambitious attempt so far to end more than three weeks of fighting.

US President Barack Obama called for the soldier's unconditional release and said it would be tough to reinstate a truce after the day's events.

Mr Obama said he has been in constant contact with Mr Netanyahu about the situation, and added that more needed to be done to protect Palestinian civilians.

In a boost to Israel, the US Congress approved $225m in emergency funding for Iron Dome, sending the measure to Mr Obama to be signed into law.

The House of Representatives approved the funding by a 395-8 vote late last night, several hours after the Senate passed it unanimously.
