Tánaiste Eamon Gilmore has said that the Government is determined that public-sector pay guidelines are complied with.
He was reacting to reports that ten of the country's State-funded voluntary hospitals and health agencies are breaching official Government policy on pay for senior executives.
Speaking on his way into Cabinet today, Mr Gilmore said the Health Service Executive was undertaking a study on levels of pay in the health service.
He said he would base his opinion on that once it was completed.
Also arriving for the Cabinet meeting, Minister for Public Expenditure and Reform Brendan Howlin said any breach of Government-set pay scales by HSE agencies must be addressed.
He said public-sector pay rates should be transparent, but that there was "opaqueness" about some in the health sector.
The minister said there should not be any "top-ups" of salaries.
