Cathaoirleach of the Seanad Paddy Burke has confirmed he will recall the Upper House from its summer break to discuss organ donor legislation.
The recall was forced by Fianna Fáil Senator Mark Daly who got 20 senators to back his call to discuss an EU directive that was signed into law without debate last year.
It is understood that the Seanad could possibly examine the directive as early as Tuesday 20 August.
Senators were due to return to work on 18 September.
Senator Daly is calling for legislation that would create a single authority to handle organ donations.
The senator said he will submit his letter, signed by at least 20 of his colleagues, to the Cathaoirleach later this afternoon.
Senator Burke then has ten days to decide the date of the recall.
But any change would require annulling the current legislation before 27 August, because it cannot be repealed after that date.
The backing of the Dáil would also be needed to change the law before 27 August.
For that to happen, 55 TDs would have to petition the Ceann Comhairle to recall the Dáil.
Last month, Leader of the Seanad Maurice Cummins described Senator Daly's efforts as a "publicity stunt."
