ECB to maintain Cyprus assistance until Monday

The European Central Bank has said it will maintain the current level of emergency liquidity assistance to Cyprus until Monday.

However, the governing council warned that further assistance would only be considered if a European Union-International Monetary Fund bailout package is in place.

The warning came as the island's leaders held talks on a "Plan B" to raise €5.8 billion demanded by the EU under a €10bn rescue.

The country's Central Bank governor Panicos Demetriades said a programme of support should be agreed by Monday.

The government said party leaders had agreed to create a "solidarity fund" that would bundle state assets as the basis for an emergency bond issue.

Parliament speaker Yiannakis Omirou insisted a revised levy on larger bank deposits, many of them held by Russians, was not on the table.

Cyprus's stock exchange extended a suspension of trading to today and tomorrow.

The bourse said its decision followed that of authorities to extend bank closures to next week.

Meanwhile, Russian Finance Minister Anton Siluanov said that talks with his Cypriot counterpart Michael Sarris will continue.

Cyprus had asked Russia for a five-year extension of an existing loan of €2.5 billion that matures in 2016, as well as a reduction in the 4.5% rate of interest.

Russian citizens have billions of euro to lose in the island's disproportionately large banking sector.

"The banks are the ultimate objective in any support we get, so it'll either be a direct support to the banks or the support that we get through other sectors will be channelled to the banks," Mr Sarris.

He said Cyprus had no plans to borrow more money from Russia and add to its debt mountain.

European Commission President José Manuel Barroso said he was worried about the financial crisis in Cyprus but hoped a solution could be found.

"I'm very concerned with the recent developments in Cyprus, mainly because of the consequences for the citizens of Cyprus," Mr Barroso told a conference in Moscow.

"We have in the past solved bigger problems. I hope that this time a solution can also be found."

Cypriots still have access to cash for now as bank machines which were emptied at the weekend have been restocked.

Cyprus has faced the prospect of bankruptcy since Tuesday, when its parliament voted unanimously against a levy on bank deposits to raise the cash, which politicians denounced as "bank robbery".

EU officials believe at least some of the €5.8bn they are demanding should come from the €68bn in Cypriot banks, €38bn of which is in the form of big deposits of more than €100,000, mainly from foreigners.
