EU fisheries ministers are to begin three days of negotiations in Brussels, at which they will try to agree on fishing quotas for next year.
Minister for Agriculture, Food and the Marine Simon Coveney has predicted the talks will be among the most difficult in years.
The European Commission has recommended a series of reductions in next year's quotas for fish such as sole, haddock and hake, in order to try to ensure the stocks are on sustainable footing.
What would already have been a difficult Fisheries Council meeting has been made even more fraught by a failure to conclude international fishing deals with countries such as Iceland on mackerel catches.
In advance of the talks, Mr Coveney has bluntly accused Iceland of persistent and irresponsible fishing, while also disagreeing with European Commission proposals to reduce quotas for the Irish whitefish and prawn industries.
At the same time, members of the European Parliament's fisheries committee will also be voting on reform of the EU's Common Fisheries Policy - a new power acquired under the Lisbon Treaty.
With Mr Coveney warning of a possible bleak future for Irish fishing, the industry's representative bodies are demanding the minister strike the best possible deal.
The talks will also be closely tracked by environmental groups such as Greenpeace and Ocean 2012, who are concerned the Commission's quota reduction proposals do not go far enough to end over-fishing.
