HIQA review finds children significantly at risk

A review of child protection and welfare services in Co Cork by the Health Information and Quality Authority has found that children there were at significant risk as a result of failures by the Child and Family Agency - Tusla.

The findings arise from a full inspection of services in the county conducted by the authority last October.

The report of the inspection was published by HIQA this morning.

In its report, HIQA makes two specific findings where, it says, children were at a significant risk as a result of failures by Tusla.

HIQA says children deemed to have a high level of need were placed at risk by the failure to allocate a social worker to them, or to give them timely access to child protection and welfare interventions.

Of the almost 5,000 cases referred to Tusla in Co Cork, more than 1,000 had no allocated social worker, including 234 who were deemed high priority.

HIQA also says that, where allegations of retrospective abuse were made against adults, Tusla failed to establish the risks to all children who may have been in contact with the adults against whom allegations were made.

Of the 27 standards assessed by HIQA, 19 others required further improvement.

Tusla has undertaken to address the deficiencies.
