Taoiseach Enda Kenny and Tánaiste Joan Burton are meeting today for their first face-to-face talks since Ms Burton was elected leader of the Labour Party on Friday.
They are expected to discuss their policy priorities and the Cabinet reshuffle.
Mr Kenny and Ms Burton have been in contact by telephone since her election on Friday.
The Taoiseach would not be drawn this morning on the composition of the Cabinet, the possibility of portfolios being dropped or when the reshuffle will take place.
The main priorities for the Government, he said, will be to continue to work for the people of Ireland, to keep the public finances in order and to create jobs.
The Government wants the sacrifices made by people to now be used for the people's benefit, he said.
Mr Kenny said: "We have matters to discuss that are relevant to the future of the country. We've come a long way in a short time.
"It's been very difficult for many people, so we want to make sure that those sacrifices make their way back to the people."
The Tánaiste said she would not presume the outcome of the talks with the Taoiseach, saying they will have full and frank discussions.
On her way into Government Buildings, she said they both want the Government to continue its mandate and chart a pathway for a better Ireland.
In relation to when the reshuffle would happen, she said she did not have a timeline, but if it happened tomorrow or as soon as possible that suits her.
Ms Burton has already sent the Taoiseach a document outlining her position on a number of issues.
She outlined social housing and the low paid as her priorities.
Today's meeting will also focus on the Cabinet reshuffle, including a possible restructuring and a swap of portfolios.
Noonan expects 'significant' reshuffle
Minister for Finance Michael Noonan has said he expects a "significant" Cabinet reshuffle and that it would be announced by Wednesday.
He also said that he expected the new Irish EU Commissioner to be announced in the context of the reshuffle.
Speaking on his arrival at a meeting of eurozone finance ministers in Brussels, Mr Noonan said that additional social housing may form part of the "re-focused" Programme for Government.
He said: "There are issues that have come to the forefront like additional social housing ... in the last while, and I expect those to be met in the slight change of direction in the Programme for Government.
"On the personnel side, it's a matter for the Taoiseach and the Tánaiste, but it would be reasonably significant.
"There are a number of vacancies we think are emerging both in Labour and Fine Gael."
When asked about the new Irish EU Commissioner, he said: "I think it will be in the context of whatever changes are made in Cabinet. I would expect whoever is nominated will be in that list."
Speculation about Reilly's position
Much speculation about the reshuffle has centred on the Department of Health and whether James Reilly will remain there.
This morning he said his "passion" was the health service, but he added that the Taoiseach placed people where they can best serve and he respected that.
One of those who could possibly succeed him, Richard Bruton, said he had an ambition to continue building the recovery in the jobs market as Minister for Jobs.
But speaking at the launch of the IDA's annual report for 2013, Mr Bruton added that it is not a decision that he ultimately has to take.
He said the Taoiseach had given him the job of creating 100,000 jobs by 2016 and they had made a good start on that.
But he added that there is a long way to go. He said the policy underpinning that recovery has to be right and he is very committed to the task in hand.
