Fine Gael backbenchers Simon Harris and Dara Murphy are among a number of promotions to the junior ministerial ranks.
The Cabinet has agreed the appointment of the Ministers of State, with 15 positions filled.
Mr Harris, a Wicklow and East Carlow TD, will become Minister of State in the Department of Finance, the position formerly held by Brian Hayes.
Mr Murphy of Cork North Central is to be Minister of State at the Department of Foreign Affairs dealing with Europe replacing Paschal Donohoe.
Labour's Kevin Humphreys is set to be the junior minister for Social Protection, with party colleague Aodhán Ó Ríordáin also set for a promotion.
Labour's Ann Phelan will be a Minister of State in the Department of Agriculture with responsibility for rural affairs.
Fine Gael's Damien English will be junior minister for Education and Enterprise, while Fine Gael's Joe McHugh will also be a junior minister.

Several junior ministers have been dropped, including Joe Costello, Ciaran Cannon, Fergus O'Dowd, Dinny McGinley and John Perry.
Meanwhile, Irish Farmers' Association President Eddie Downey said today that he hopes that speculation linking former minister for the environment Phil Hogan with the job of EU Commissioner for Agriculture is well founded.
Mr Downey said that agriculture is Ireland's biggest indigenous industry and that everyone should be pushing very hard at every level to secure the EU farm portfolio for Ireland.
He was speaking at the publication of his organisation's pre-Budget submission, which called for funding to support the new Rural Development Plan, a reduction in the tax burden on working families, and new tax measures to support farm restructuring and deal with farm income volatility.
