Forty-nine Ukrainian military personnel were killed when rebels shot down a cargo plane over the airport of the eastern city of Luhansk overnight.

Luhansk is one of the centres of a pro-Russian separatist movement in Ukraine's east which has risen up against the pro-European government in Kiev.

A military spokesman, Vladislav Seleznyov, later said that 49 had been killed.

The toll is the biggest suffered by government forces in a single incident since Kiev started a military operation to try to defeat the insurgency in east Ukraine, which the rebels want to be part of Russia.

Ukraine's new Western-backed President Petro Poroshenko vowed to deliver an "adequate response" to the rebels.

Scores of people, including rebels, civilians and government troops, have been killed in the violence since April.

Yesterday,  NATO Secretary-General Anders Fogh Rasmussen said if reports that Russian tanks have entered eastern Ukraine are confirmed, it would mark a serious escalation of the crisis there.

"I am concerned about reports that pro-Russian armed gangs are acquiring heavy weapons fromRussia, including Russian tanks," Rasmussen said in a statement.

"We have seen reports that Russian tanks and other armoured vehicles may have crossed the border into eastern Ukraine. If these reports are confirmed, this would mark a serious escalation of the crisis in eastern Ukraine," he added.

Ukraine accused Russia of allowing separatist rebels to bring three tanks and other military vehicles across the border into the east of the country to fight the Ukrainian army.

Bomb found near presidential palace

Ukrainian presidential bodyguards have disposed of a powerful explosive device discovered near Mr Poroshenko's headquarters, a security source said.

"The device was found during the night near the gate where presidential cars go in. It was a container with five grenades and a kilogram of metal nuts," said the source, who declined to be identified.

"It was a really powerful device."

The source gave no other details. The presidential administration did not immediately issue any statement.

Mr Poroshenko was sworn in last week after wining an election on 25 May. His predecessor, Viktor Yanukovych, was ousted in February after protests in Kiev and the government is facing a rebellion by pro-Russian separatists in east Ukraine.
