Monday 05 May 2014 15.14 Four Ukrainian troops have been killed and 30 wounded in intense fighting around the rebel-held town of Slaviansk.
The interior ministry said the pro-Russian gunmen controlling the eastern town were using civilians as human shields and were shooting from houses.
It said there were civilian casualties but it did not provide a toll.
Rebels said the military was using helicopters and rockets in its attacks on rebel positions.
One Ukrainian military commander said the shooting involved automatic small arms and heavy weaponry.
The commander also claimed that fighters from Crimea and Chechnya were involved on the rebel side.
"They are waging a war on us, on our own territory," said Interior Minister Arsen Avakov.
"My mission is to eliminate the terrorists."
The Ukrainian military began an operation last week to reclaim the town from pro-Russian groups.
Pro-Russian groups are holding buildings and territory in several eastern towns and cities, including Kramatorsk and Donetsk.
Elsewhere, French Foreign Minister Laurent Fabius has said there will be new sanctions on Russia if presidential elections in Ukraine scheduled for 25 May fail to take place.
Mr Fabius was speaking days after US President Barack Obama said the US would move to "sectoral sanctions" on Russia if it impeded plans for elections in Ukraine.
"We have already imposed two degrees of sanctions which are in effect. If the elections on 25 May don't take place, the presidential elections in Ukraine which are means for a natural exit from a crisis, we will move to a third level (of sanctions)," Mr Fabius said on French radio.
The US and the EU have imposed several rounds of sanctions on individuals and some companies to try to persuade Russian President Vladimir Putin to halt any interference in Russian-speaking areas of eastern Ukraine.
