Minister for Communications Pat Rabbitte has appealed for "common sense to prevail" in the ESB dispute.
Speaking on RTÉ's The Week in Politics, Mr Rabbitte said the action being threatened "is out of all proportion to the grievances at issue".
He added that by comparison to any defined pension scheme in the country, the ESB is one of the more robust.
An ESB spokesman confirmed this morning that talks with unions are continuing.
The latest of several days of intense negotiations at the Labour Relations Commission between management and unions at the company are attempting to find a resolution to a dispute that threatens ESB services from 16 December.
Unions have announced that they will mount an all-out strike on that day if their dispute over the company's pension scheme is not resolved by then.
According to Mr Rabbitte, nobody will lose their entitlements between now and 2018, when the scheme, according to the regulator, will be back in surplus.
He also said it would not be helpful for the Government to provide an "elastoplast solution" to the dispute by forgoing its dividend - he said the issues need to be resolved.
Mr Rabbitte also said there are alternative electricity sources should the industrial action go ahead - wind generation and power from the East-West Interconnector.
"We need just under 5000 megawatts to meet our need, we can supply all but 1300 megawatts of that."
However, he added that even limited outages would cause serious damage to the recovering reputation of this country internationally.
