Taoiseach Enda Kenny has said the Government has no intention of changing the 12.5% corporation tax rate as it is a cornerstone of the economy.
Speaking on RTÉ's The Week in Politics Mr Kenny also said it is too early to say if Ireland needs a backstop arrangement or financial safety net after the country exits the bailout in December.
He would not be drawn on the extent of the health budget overrun and if a supplementary Budget will be needed.
His remarks come as a special Cabinet meeting is being held to finalise details of the measures to be introduced in Tuesday's Budget.
Particular focus remains on the the Health and Social Protection departments as ministers engage in eleventh-hour talks.
Minister for Health James Reilly has described as wild speculation reports that there will be a €400m overrun in the health budget this year.
Mr Reilly said the overrun was less than €200m, but he was working to make further progress on the issue, despite having to "do more with less".
The Government's spending plans for next year will be revealed on Tuesday afternoon in the Dáil.
Minister for Finance Michael Noonan has said the Budget will cut €2.5bn rather than the projected €3.1bn with agreement of the Troika.
Tánaiste Eamon Gilmore said he hopes final agreement can be reached on the Budget tonight.
Much work has been done over the weekend but the final stage of the budget process can often be difficult, he said.
Mr Kenny last night hinted there will be some good news in the Budget but it will also be tough.
When asked about the fallout from losing last weekend's Seanad Referendum, and the likelihood of holding another poll in the life of the coalition, he said the Government has yet to decide on holding referendums on recommendations made by the Constitutional Convention.
He said there is a certain "weariness" around referendums and "it is not feasibile to have a stream of referendums every six months or so."
Regarding the Fine Gael rebels, he said they have expelled themselves and once they did so they "walked out of the dressing room with the jersey". He said it is difficult to come back.
