The Labour Relations Commission is expected to issue proposals to the Health Service Executive and the Irish Medical Organisation this evening aimed at resolving the dispute over excessive working hours for non-consultant hospital doctors.
The doctors have already staged a one-day strike, which disrupted procedures and outpatient appointments for 7,400 patients.
Talks at the LRC have been continuing in recent days chaired by Director of Conciliation Kevin Foley.
The HSE has already undertaken that by 14 January, no doctor will work a single shift longer than 24 hours, and that by the end of 2014, all hospitals will be fully compliant with European Working Time limits of a 48-hour working week.
However, it is understood that the two sides still differ on the need for sanctions on hospitals which fail to comply with the working time rules.
The IMO has been seeking financial sanctions to be imposed where doctors are forced to work excessive hours.
Up to now, the HSE has ruled out any sanction that involved additional payments for doctors, as well as financial sanctions on hospitals which would affect patient care.
