The result of a ballot of 2,000 non-consultant hospital doctors for industrial action will be known later.
The Irish Medical Organisation balloted members over what doctors say are unsafe working hours.
Under the EU working time directive, non-consultant hospital doctors should not be working longer than an average of 48 hours a week.
However, the IMO said some junior doctors are working up to 100 hours a week.
The scale of any potential action and how it may affect patients will not be decided until tomorrow.
Whatever is decided upon, the IMO has promised emergency services will not be affected.
The Health Service Executive has set up an expert group to progress compliance with the directive.
The Government has told the European Commission that the 48-hour week will be in place for junior doctors by the end of next year.
