Tánaiste Eamon Gilmore is urging nationalist and unionist communities in Northern Ireland to find a way to honour their history that does not antagonise their neighbours.
Mr Gilmore will detail how representatives of the Royal Family, the British Government and Unionism are to be invited to attend ceremonies marking the centenary of the Easter Rising in 2016.
This will be outlined in a speech to be given to the British Irish Association in Cambridge this evening.
In a speech dealing with relationships involving Britain, Ireland and Northern Ireland, he criticises events that create a sense of antagonism or triumphalism or commemorate acts of conflict.
His speech also contains a reference to what he calls "the gracious and mutual respect shown by Queen Elizabeth and President McAleese in Dublin two years ago".
Mr Gilmore will also confirm he plans to lay a wreath at Belfast's Cenotaph during Remembrance Day Ceremonies in November, a practice he began last year.
