Tánaiste Eamon Gilmore has told the Dáil that the third-level grant applications body, SUSI, has introduced changes that will significantly improve the process.
He was replying to Sinn Féin's Mary Lou McDonald who raised the issue of delays in grant payments over the past year, which have been widely criticised.
Mr Gilmore said nobody in the House was satisfied with SUSI's first year.
However, he said recommendations made in an independent review of the body, by consultants Accenture, are being implemented.
Students will not experience the delays they experienced last year, he said.
In a statement this afternoon, SUSI said it regrets any hardship caused to the very small number of students still waiting on a grant decision from the 2012-2013 period.
In a statement, the body said there are currently fewer than 15 individual cases to be finalised and SUSI is working with each on a case-by-case basis.
Meanwhile, the Ombudsman has said students can complain to her office if they are unhappy with their treatment by SUSI.
Emily O'Reilly said complaints could be made on a number of grounds, such as entitlement to a grant, delays in dealing with an appeal or problems with documentation.
Some students, who believe they were entitled to a grant for the last academic year, have complained that documents have been mislaid or lost by SUSI.
Many were also unhappy with conflicting instructions received from SUSI officials.
Students are entitled to complain to the Office of the Ombudsman, or a parent or another person can also complain on their behalf, if they have tried to resolve the problem with SUSI first.
Complaints can be made, with accompanying documentation, in writing or in person to the Ombudsman's office.
