A businessman, three former politicians and a serving councillor have gone on trial accused of corruption.
The case concerns bribes allegedly paid to ensure lands in South Dublin were rezoned.
Businessman Jim Kennedy, with an address at Queens Way, Gibraltar has pleaded not guilty to 16 charges of making corrupt payments.
The 66-year-old is accused of giving money to councillors to get land at Carrickimines rezoned as industrial.
The money was allegedly paid in locations including the Davenport and Buswells hotels and in the reception area of Dublin County Council.
The payments are alleged to have been made in June 1992 and between October and December 1997 to vote for the rezoning of lands know as the 'Jackson Way' lands.
Opening the case for the prosecution, Sean Gillane SC, said it is alleged that Mr Kennnedy paid money through the lobbyist, Frank Dunlop, to councillors.
Former Fine Gael TD and then councillor Liam Cosgrave, 57, with an address at Blackrock, Co Dublin, denies five charges of receiving corrupt payments.
72-year-old Tony Fox, a former Fianna Fáil councillor from Churchtown in Dublin who is now an independent representative, also denies five charges.
Former Fianna Fáil senator and then councillor Don Lydon, 74, with an address in Stillorgan, Co Dublin denies one charge, as does 56-year-old former Fianna Fáil councillor Colm McGrath, with an address in Saggart, Co Dublin.
The case is expected to last until the end of the month before a jury at Dublin Circuit Criminal Court.
