The Revenue Commissioners has outlined details of the Local Property Tax.
A guide for values will go online next Sunday and letters will be sent to owners of 1.6 million houses next week.
It will take four weeks to send the letters.
Revenue Commissioners Chairperson Josephine Feehily said there would be errors.
She said that some letters may be sent to people who have died, while others may be sent in error to tenants instead of landlords.
It will be up to current property owners to pay the tax despite the errors.
Homeowners will be pursued for the monies if they do not respond to the Revenue estimate.
Elsewhere, the Tánaiste has defended the introduction of the property tax, insisting that householders will be able to engage with Revenue if they feel the estimate of the value of their property is wrong.
Eamon Gilmore was responding to questions from Sinn Féin's Mary Lou McDonald in the Dáil.
Ms McDonald said the Government was planning to put its hand into the pockets of people who were struggling, with a tax that took no account of individual circumstances.
