EU ministers negotiating a reform of the Common Agricultural Policy have been given a revised text by the Irish Presidency of the European Council.
Minister for Agriculture Simon Coveney, who is chairing the talks, said he remains "very hopeful" a deal can be secured, but tough bargaining remains.
However, much of the detail that would be relevant to Irish farmers remains to be inserted into the 15-page draft text.
Earlier, Mr Coveney said he will try to accommodate the key concerns of all 27 countries.
He said: "What we need to do is try and put a package together that everyone can live with, so for some countries, like Ireland for example, direct payments and internal convergence is a key issue.
"For other countries that's not so big an issue, but they may have another key issue.
"We've tried to accommodate key concerns and in that way satisfy all countries that they've got something significant in these changes."
Irish Farmers' Association President John Bryan called on Mr Coveney to deliver an outcome that "supports active productive farmers in Ireland".
He said: "I realise that Minister Coveney has a job to do as President of the Farm Council, but he cannot neglect his duty to Irish farmers during the negotiations."
General Secretary of the Irish Cattle and Sheep Farmers' Association Eddie Punch said Mr Coveney had to protect Irish farmers at all costs, as these are the people behind the €9bn export industry.
An EU source said it was still very possible that a deal could be reached early this evening.
However, with many of the hard numbers still to be put into the final text, the negotiations over the coming hours are expected to be difficult.
Yesterday's talks involved Minister Coveney engaging in lengthy meetings with ministers on what their bottom line might be.
It is hoped that the proposal can become a framework for negotiations with the European Parliament next month and lead to a final agreement by June.
Negotiations on CAP reform have been taking place for three years.
