Garda Representative Association President John Parker has said the GRA is "intent on picketing Government venues and Government organised events".
The pickets will be part of what he called "light-touch actions" that GRA members will undertake to demonstrate their opposition to proposed cuts in their earnings.
He said the picketing at Government venues or Government-organised events would not prevent people coming in or going out from the buildings.
Mr Parker described the intended pickets as akin to "mobile advertising" or "sandwich board men".
Mr Parker said that while the GRA was considering placing such pickets on buildings such as Leinster House, he said he would not call it industrial action.
He also said that from Friday members will be "turning off the goodwill tap", by refusing to perform a number of voluntary services.
Local representatives have been contacted and members will be briefed on actions that fall within the plan.
The actions included in the withdrawal of voluntary services are refusing to use their own personal cars and mobile phones, and refusing to make themselves available for non-public duty, such as sporting events.
Mr Parker has said that this does not constitute industrial action.
But he said that it would consider industrial action should the Government impose pay cuts on its members, which he said would constitute a breach of the Croke Park Agreement.
Garda Commissioner Martin Callinan has reiterated that industrial action is forbidden under garda disciplinary regulations.
