EU leaders' summit over EU budget delayed

The EU leaders' summit in Brussels, which is being held to try to agree a €1 trillion budget, has been delayed until later this afternoon.

An EU source said that the Council President, Herman Van Rompuy, had sought extra time to 'fine tune' his compromise proposal, before submitting it to the 27 EU Prime Ministers and Presidents.

The summit is now expected to get under way at around 4.30pm Irish time, instead of 3pm, with the budget proposal being tabled around 5.30pm.

The leaders failed to secure agreement during discussions last November, but there is cautious optimism that a deal can be struck on this occasion.

However, Italian Prime Minister Mario Monti said it remained to be seen if that would happen.

Taoiseach Enda Kenny was due to arrive this morning in Brussels to hold discussions with Mr Van Rompuy, as Ireland currently holds the Presidency of the Council of the European Union.

However, this was postponed due to the overnight debate in the Oireachtas. 

It is unclear when Mr Kenny will arrive at the summit.
