Van Rompuy in Dublin for EU presidency set-piece

Taoiseach Enda Kenny and Tánaiste Eamon Gilmore have met President of the European Council Herman Van Rompuy at Dublin Castle.

It was the first major set-piece event of Ireland's Presidency of the European Union.

The three discussed the priorities of the six-month presidency, including the establishment of a new European banking union and the need to agree a seven-year budget running to 2020.

At a news conference afterwards, Mr Kenny described the meeting as very constructive.

He said they had agreed to work closely on the European recovery programme over the next six months.

Mr Van Rompuy said this year should be the year for stronger economic growth in Europe.

Ireland has taken over the presidency with the EU jobless figure at an all-time high of 26 million.

The Government is keen to stress the theme of jobs and growth, but it is impossible to predict what impact the presidency will have on an economic crisis that has shown no signs of abating.

Mr Van Rompuy is the chair of the European Council, in other words the regular gatherings of EU heads of government, while the Government will chair ministerial meetings across a range of policies.

There are, however, significant overlaps.

A significant issue is deciding when EU leaders will resume discussions on agreeing the next seven-year budget round.

Until the €1 trillion budget is agreed, much of the other work, such as reforming the Common Agriculture Policy, will be delayed.

The Government also hopes to drive forward the creation of the new EU banking union, not least because it is important to Irish hopes that the permanent bailout fund, the ESM, could help alleviate part of Ireland's debt.
