Taoiseach Enda Kenny has said he is confident Ireland will secure a deal on the promissory note before the end of March, when the next €3 billion repayment is due to be made.
Speaking on RTÉ's This Week programme, Mr Kenny said it was a "very complex, highly technical" issue that the Government had been negotiating for the past 18 months.
Mr Kenny also expressed confidence in the Minister for Health, Dr James Reilly.
He said his party colleague was doing a good job, but said he had an "enormous amount of work to do".
He added that the minister had a "genuine personsal concern for putting patients first".
On the abortion issue, Mr Kenny said he was adamant that terminations would not be made available here "on demand".
The Taoiseach was also asked about the ongoing disturbances over the Union flag controversy, which he said were "destroying the economy of Northern Ireland and the reputation of Belfast".
He said the violence must not be allowed destroy the good work done since the implementation of the Good Friday Agreement.
