Praveen Halappanavar's solicitor says the family will not co-operate with the HSE inquiry into Savita's death because there is no information in the hospital file on the termination requests made by the couple.
Gerard O'Donnell said a termination was denied, despite a number of requests being made.
Ms Halappanavar, 31, died at University Hospital Galway on 28 October following a miscarriage.
The solicitor said that this was a huge deficiency in the file, which is a Health Service Executive document, and they were unhappy about that.
Earlier, the HSE said it would endeavour to provide any information being sought by Mr Halappanavar, relating to his wife's medical records.
Mr O'Donnell said "very relevant information is missing" from the medical documents that have been provided to them so far.
He said he wrote to the HSE on Monday requesting further documents, but has yet to receive a reply.
The solicitor has also written to Minister for Health James Reilly asking him to discontinue the HSE inquiry.
Mr O'Donnell said his client has been in contact with the Indian Ambassador, Debashish Chakravarti, to ask him to call on the Taoiseach to set up a public inquiry.
He said he had been informed by Mr Halappanavar that the Ambassador has agreed to seek a public inquiry.
Mr O'Donnell said his client opposes his wife's medical records being made available to the inquiry team.
He added that any attempt by it to access them would be legally challenged.
Mr Halappanavar has insisted that a fully independent inquiry be carried out into his wife's death.
Meanwhile, Labour Party Senator Ivana Bacik said it would be hard to see how the inquiry can continue without the cooperation of the Halappanavar family.
Sinn Féin Health Spokesperson Caoimhghín Ó Caoláin said the trust of Ms Halappanavar's family needs to be secured and a truly independent inquiry was needed.
Minister Reilly said the HSE inquiry into her death will proceed, despite her husband's insistence that he will not cooperate with it.
