Arriving at the TEEU conference in Portlaoise, Ms Lynch said she would like to see the expert group report published as soon as possible.

She said she had not seen the report but has discussed it with Minister for Health James Reilly.

Ms Lynch said Minister Reilly had informed her that the process is now in train and the report has gone to the Taoiseach and the Tánaiste and Mr Reilly will then bring it to Cabinet.

Asked whether she now accepted that legislation was inevitable, she said she was not certain about that.

She said she was a great believer that if you put an expert group in place, you must wait to see what their recommendations are.

She added what she did accept as inevitable was that they have to act to ensure that the Supreme Court decision is acted on and that women's lives are not put in danger.

Asked whether "act" meant "legislate", Ms Lynch said that if the group recommends legislation then we have to do that, but did not see any contradiction in the Government's position.

She agreed with Eamon Gilmore who said doing nothing is not an option.

However, equally it would be a very challenging and complex piece of legislation but it was more important to get it right rather than quick.

She said the core issue here was to ensure that women in maternity were safe.

Minister for Jobs, Enterprise and Innovation Richard Bruton has described the abortion issue as complex and very challenging.

However, he said he did not want to pre-empt the findings of the expert group and had not seen the report.

Speaking as he arrived at the TEEU conference, Mr Bruton said he understood the report was coming to Government on Tuesday week when they would have an opportunity to discuss it.

He said the Programme for Government had resolved that abortion was an issue that would be addressed and that Government had rightly decided to have an expert group work over the ground for them and provide the insights to make the proper decisions.

Meanwhile, gardaí have said they are assisting the Coroner in relation to the death of Savita Halappanavar.

Candlelight vigils are to be held in Dublin and Galway in her memory.

The 31-year-old woman died following a miscarriage at University Hospital Galway last month.

The Health Service Executive has said it has identified an international expert in obstetrics and gynaecology to join the Inquiry team reviewing her death.

Full details of the HSE inquiry are to be announced over the coming days.

The HSE has been in contact with legal representatives in Ireland who are acting on behalf of Mrs Halappanavar's husband, Praveen.

The Executive said it is respecting his wishes in respect to channels of communications.

University Hospital Galway said it had sent a letter of condolence to Mr Halappanavar following his wife's death.

A march from Parnell Square in Dublin beginning around 4pm will end at Leinster House where a candlelit vigil will be held at 5pm.

In Galway, over 800 people have confirmed on Facebook that they will attend the vigil in Eyre Square, which is due to begin at 5pm.
