Enda Kenny travelled to Enniskillen where 11 people were killed and more than 60 injured by an IRA bomb at the war memorial 25 years ago this week.
Mr Kenny laid a laurel wreath at the town's Cenotaph following a two-minute silence in remembrance of those killed in the first and second world wars and subsequent conflicts.
A large crowd lined the streets of Enniskillen for the ceremony - among them surivors of the bombing.
A poppy wreath was laid by MLA Stormont Minister Arlene Foster.
The significance of the 25th anniversary of the atrocity, as well as contacts Mr Kenny has had with victims' groups in recent months, prompted the decision to travel to the commemoration.
Eamon Gilmore also laid a wreath at the Cenotaph in Belfast during a service there.
